Completion criteria
- A receipt identifies one selected skill/
branch, reason, entrypoint, fresh prerequisite results, and expected artifact schema. - Emits at most one non-blocking advisory line on UserPromptSubmit without probing or calling a model.
- Returns control to the task owner if traversal revisits a skill or exceeds three transitions.
